Frances LusterFrances Luster was recently appointed to the Personnel Board on April 2013. Frances has lived in the City of South San Francisco for the past thirty years. Here she continues to be widely active in the community most predominantly in the Westborough area promoting safety awareness programs, organizing the Christmas tree lighting in the Westborough park, and is a strong advocate in getting citizens to vote, just to name a few of her well-known involvements. She was also President of Westborough Braewood #2 Homeowners’ Association and was part of the Parking Place Commission for the City of South San Francisco.

She obtained a Bachelors of Arts in Psychology and a Master of Science in Rehabilitation Counseling from San Francisco State University, as well as a lifetime Community College Credential. She worked for the City and County of San Francisco for more than 30 years at the Juvenile and Adult Probation Department and the Domestic Violence Unit until she retired in 2004. After her only son was murdered in San Francisco, it became Frances’s mission to stop the cycle of violence toward all citizens, most especially children so she volunteered in a wide variety of victim groups such as Justice for Murdered Victims, Parents of Murdered Children, Children as Peace Makers, and Victim’s Assistant Program. She has traveled to Ghana, West Africa, and Washington DC to promote "Stop the Clock of Violence."
