The Building Division counter is open to the public Monday though Friday 8am-4pm, closed for lunch between 12 and 1pm. You can also use the portal anytime online at permits.ssf.net or call the Building Division's main line at (650) 829-6670 option 1. Objectives
The Building Division is mandated by Health and Safety Code State laws and is responsible for:
- Enforcing the California Building, Plumbing, Mechanical, Electric, Residential, and Energy Codes. These codes provide the minimum standards to safeguard life, property, and public welfare in buildings.
- Monitoring construction activity and determining that on-going construction projects have the required permits and conform to approved plans and conditions
- Enforcing State-mandated requirements such as handicap accessibility and energy conservation regulations
Services
The Building Division issues building permits and takes in plans for review. Our field inspectors verify compliance with various codes and ordinances in both residential and commercial structures.

Construction Contractors (Muni Code 6.16.050): Starting in 2025, the City’s business license tax on Construction Contractors is changing. To maintain an active City license, Contractors must annually file online or through the Finance Department, which will only include the $4 State Mandated Fee as per SB1186.
In addition, the new business license tax of 0.18% of permit valuation will be assessed at the time of the permit application. This tax applies to all permits submitted starting January 1, 2025. For more information, see Code of Ordinances § 6.16.050: Construction contractor
