City of South San Francisco Names 2025 Women of the Year

Five outstanding women honored for their leadership, service, and lasting contributions to the South San Francisco community
Now in its second year, the South San Francisco Women of the Year Award continues under the leadership of Mayor Eddie Flores, who is proud to carry on this meaningful tradition. Created to recognize women whose dedication, leadership, and impact make South San Francisco a better place, the award reflects the Mayor’s commitment to honoring those who strengthen our community.
“Inspired by the strength and selflessness of my own mother, I’m proud to continue this tradition of celebrating the women who shape South City with heart and purpose,” said Mayor Eddie Flores. “Each of this year’s honorees embodies what it means to lead with compassion and serve with love. It’s a privilege to recognize them.”
This year’s honorees— Leslie Fong, Maria Barcelata Long, Toni Ratcliff-Powell, Delia Ramos, and Dee Scharff-Popielak—represent a remarkable range of contributions, from decades of community care and mentorship to advancing educational equity and local business.
- Leslie Fong moved to the U.S. from Hong Kong in 1966 and has built a life rooted in community and care. A retired finance professional, Leslie volunteers at the South San Francisco Main Library and is a familiar face at community events—always showing her love for South San Francisco. Leslie currently serves on the City’s Anti-Displacement Community Advisory Committee.
- Maria Barcelata Long immigrated from Veracruz, Mexico and has been empowering local families since 2004. She leads the Citizenship Workshop and English Lab at the Gene Mullin Community Learning Center and works as a School Community Liaison with the South San Francisco Unified School District—connecting hundreds of families with vital services and opportunities.
- Toni Ratcliff-Powell retired from a 34-year career in juvenile probation and continues to serve as a Commissioner for the South San Francisco Housing Authority and President of two nonprofits supporting youth and fathers. Known for her leadership, compassion, and energy, Toni is a deeply involved volunteer and an advocate for community growth.
- Delia Ramos, born and raised in South San Francisco, is a lifelong resident whose 103 years have been defined by faith, family, and community. Alongside her husband, she co-founded Ace Bedding Company and worked at Dubuque for 30 years. Delia remains a beloved presence at Serra Highlands Senior Living and a symbol of selfless service.
- Dee Scharff-Popielak, a small business owner and longtime PTA leader, opened her spa on Grand Avenue in 2006—helping to revitalize downtown South San Francisco. Dee is known for her service to local schools, her uplifting presence, and her commitment to giving everyone “the time of day.”
The honorees were formally recognized at the City Council meeting on Wednesday, May 28.
