We are excited to announce that City staff has secured a $345,717 grant in Transportation Development Act (TDA) funds to install a protected bike lane along Junipero Serra Blvd (JSB). The majority of the construction for this project will be funded through this TDA grant.

The JSB corridor is identified as a low-stress bikeway facility in the Active South City Plan. To further advance the City’s commitment to sustainable, multimodal mobility, this project will include the installation of physical barriers—specifically, green K71 bollards.

Frequently Asked Questions (FAQs)

Will there be road closures, traffic impacts, or access issues during construction?

Yes, there will be minimal traffic impacts with lane closures during construction. Every effort will be made to maintain access for vehicles, pedestrians, and cyclists throughout the construction period.

What is the difference between standard and protected bike lanes?

Standard Bike Lane

  • ✔ Marked with a solid white line + bike symbols
  • ✔ May include a painted buffer for extra space
  • ❌ No physical barrier from vehicle traffic

Protected Bike Lane

  • ✔ Includes vertical elements (bollards, curbs, planters, etc.)
  • ✔ Creates a physical barrier from vehicles
  • ✔ Provides safer, more comfortable riding for all ages and abilities

Note: Please be aware that, with a few exceptions, it is generally illegal to drive or stop in a designated bike lane under California Vehicle Code Section 21209.

What is a K71 bollard?

A K71 bollard is a flexible safety post that helps protect bike lanes and they are widely used across cities.

Key Features:

  • Protective – Creates a clear, physical barrier to prevent cars from drifting into bike lanes
  • Safer Streets – Encourages more people to bike by making it safer and more comfortable
  • Visible – Bright, reflective design increases visibility for drivers and cyclists
  • Durable – Flexible material bends on impact and quickly returns upright
